InnovateNV is a comprehensive support initiative that leverages existing infrastructure to create new opportunities for small businesses to engage in the SBIR and STTR programs.
About
InnovateNV is a comprehensive initiative designed to help Nevada’s small businesses access the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. The program offers hands-on support through several elements, including a Speaker Series, NSF Project Pitch support, a 9-week SBIR/STTR Proposal Accelerator, and Phase 0 Microgrants for businesses actively developing proposals.
In collaboration with UNLV, StartUpNV, and the Sierra Accelerator for Growth and Entrepreneurship (SAGE), InnovateNV provides personalized guidance to help entrepreneurs navigate the complex SBIR/STTR application process. The goal is to increase the number of successful SBIR/STTR applications from Nevada businesses by offering mentorship, expert-led workshops, and financial support. Since its inception, InnovateNV has been a key part of Nevada’s strategy to support innovation, helping entrepreneurs gain access to federal funding opportunities and ultimately grow the state’s innovation ecosystem.
InnovateNV is supported by a partnership between UNLV’s Office of Economic Development, StartUpNV, and GOED, with Cohort 1 beginning on April 7, 2025.
What You Will Learn
InnovateNV is designed to prepare you for success in applying for SBIR/STTR grants by offering tailored support and expert guidance. Participants in the SBIR/STTR Proposal Accelerator will join a 9-week program, available in two cohorts—Cohort 1 (April 7 – June 6, 2025) and Cohort 2 (July 14 – September 12, 2025). During the accelerator, you will:
- Gain insights into SBIR/STTR programs, including how to select the right agency for your project.
- Learn the fundamentals of SBIR proposal writing, from crafting a strong technical proposal to preparing a competitive commercialization plan.
- Receive step-by-step guidance on cost proposals, government accounting, and budgeting.
- Participate in weekly one-on-one sessions with mentors and subject matter experts.
- Work independently with support to ensure your proposal is submission-ready.
- Receive assistance with proposal submission and feedback on your application.
In addition to the accelerator, InnovateNV offers ongoing NSF Project Pitch support, and Phase 0 Microgrants to help cover the costs associated with preparing your SBIR/STTR proposal.
By the end of the program, you will have the knowledge, tools, and mentorship needed to increase your chances of securing SBIR/STTR funding.
Speaker Series
InnovateNV’s monthly SBIR/STTR Speaker Series is presented by StartUpNV and features SBIR/STTR experts and agency program managers. These events offer actionable insights on key topics, including proposal writing, commercialization strategies, and agency-specific requirements. Participants also learn about funding opportunities, open application windows, and tips for developing competitive proposals.

SBIR/STTR Proposal Accelerator
The Proposal Accelerator is a 9-week cohort-based program designed to guide participants through the necessary steps to create a winning SBIR/STTR proposal. The program includes comprehensive instruction on critical topics such as proposal structure, cost proposals, commercialization strategies, and grant accounting. Participants also receive one-on-one mentoring from subject matter experts to refine their proposals. The first cohort starts April 2025. Dedicated SBIR/STTR Hands-On Support
InnovateNV provides comprehensive, personalized assistance to businesses throughout the SBIR/STTR application process. This includes matching applicants with the most relevant funding agencies, identifying and refining research topics, and offering in-depth NSF Project Pitch support. Phase 0 Microgrants
InnovateNV offers Phase 0 Microgrants of up to $5,000 to cover eligible expenses incurred during proposal preparation. These microgrants are available to both Accelerator participants and other qualified applicants pursuing SBIR/STTR funding. Applicants must apply and be approved to receive microgrant funding.
